Acting Native Title Registrar

Mr Rob Powrie

Location: Canberra
Mr Rob Powrie was appointed Acting Native Title Registrar from March 2016.
 
Rob brings a wealth of experience as a legal practitioner and extensive experience in native title. Rob has held previous roles as a Member of other Tribunals and was in private practice for 17 years before joining the Australian Government Solicitor for five years, including Acting General Counsel at Aboriginal and Torres Strait Islander Commission. Rob was the Kimberley Land Council's Principal Legal Officer for 4.5 years, 12 months as Director of Research with the Australian Institute of Aboriginal and Torres Strait Islander Studies and most recently has acted as the locum Principal Legal Officer of NTSCORP (Native Title Services Corporation NSW). As a private practitioner, Rob also acted for a number of NTRBs and PBCs and provided advice in relation to governance, trust structures and corporate matters. Since joining the NNTT in June 2015, and prior to becoming Acting Native Title Registrar, Rob fulfilled the role of Practice Director.
 

Debbie Fletcher

Dr Debbie Fletcher
Location: Perth

Dr Fletcher joined the Tribunal in July 2013.
 
Prior to this, Dr Fletcher was the Manager, Land Access and Kimberley at the Chamber of Minerals and Energy. For the majority of her career she worked for the State Governments of Western Australia (WA) and New South Wales, and held the position of Director of Policy and Research in the WA Office of Native Title at the end of her tenure. Dr Fletcher has assessed many connection reports, prepared expert reports for the Federal Court and appeared in court in native title claims for both the State and applicants.
 
Dr Fletcher’s PhD qualifications were awarded for a thesis which examined Aboriginal land access and the relationship with Government policies from the time of settlement until 2010.
